The measures and actions to be taken, the definition of priorities, and the formulation of socio-urban issues pose enormous obstacles for choosing an action strategy based on the different actors. Thus, the objective of this work is to define an action strategy for the development of the historic center of Annaba which is classified as a safeguarded sector. To do so, we will try to analyze this urban entity according to its historical, socio-spatial and legacy logics in order to understand its realities and its potentialities by relying on a participative approach.
