Rezumat/Abstract. Intervention in ancient and historical fabrics is currently at the heart of many social, political and economic issues. The measures and actions to be taken, the definition of priorities, and the formulation of socio-urban issues pose enormous obstacles for choosing an action strategy based on the different actors. Thus, the objective of this work is to define an action strategy for the development of the historic center of Annaba which is classified as a safeguarded sector. To do so, we will try to analyze this urban entity according to its historical, socio-spatial and legacy logics in order to understand its realities and its potentialities by relying on a participative approach. This method of analysis, using a series of tools, aims to ensure the necessary conditions for the realization of urban operations, how it will be applied in this site and what it will guarantee for the development process.
